Curious how the GOV will use the new members of Woodbury, against Rick & Co.???

I'm not sure why he wants/needs a layout of the prison from Tyreese considering that Rick's group makes frequent communal trips to stand out in the open prison yard.

Episode 3.14 - Prey
The Governor chases a fleeing dissenter; while the Governor is gone, a traitor tries to sabotage his plans.

Episode 3.15 - This Sorrowful Life
Rick and the others learn that if they want a truce with the Governor, they must make a sacrifice.

Episode 3.16 - Welcome to the Tombs
Rick and the others consider the defense of the prison as the Governor's impending attack looms.

That does sound like a budget cut. This season has been good with the action & quiet moments
 
I don't know how you got budget cut from that but its AMC so probably.
 
This season has had the best balance of action&character development IMO!
