I could see Peter being smart enough to replicate the design/formula.
didn't Peter say to the car thief that it's "a webbing I developped"? Maybe he stole the formula and bought the cartridges?
My top theory is that he bought a 24-count box of bio-cable from the Oscorp website, made the webshooters, tested the bio-cable while also applying chemicals to it through the webshooters, and saw what made the best webbing, and that's what he used.
I really hope in the sequel we get a scene where he runs out of webbing. I really thought we'd get it in this movie.
The spiders creating the silk were in a single small room. If this stuff was being mass developed, surely these spiders would be by the millions in some sort of massive factory... not just a few spiders in a single room. What is OsCorp running, a spider sweatshop?
Well, my view of the evidence suggests otherwise.

Made the webshooters: ..he made the webshooters
Uses chemical to finalize webbing: In film evidence from him saying he developed the webbing, out of film evidence includes the web-shooter design
It's just my theory, and I think the evidence supports it.
Parker walks into a room where biocables are being made, sees a video demonstrating the strength of said biocables, cut to an Oscorp box and a cartridges that look like the same ones he saw in the room. It's simple math, based on what was shown.
