I've heard a lot of people complaining about the cure still being out there and stuff by the end of X3, but I don't think it is at all, here's why:
-When Dr. Rao was talking to Beast, she commented that they still needed Leech because they were yet to finish mapping his DNA. Whatever Cure they were using for the time being, I don't know what it was, maybe it was just some of his DNA, but whatever it was they were taking it from Leech and still needed him to get it. They were able to replicate it according to Rao, but not finish it (whats the final stage? transcription? I could care less about high school biology..)
-Thats why Magneto wants to kill Leech at the end; there's no point in killing him if the Cure is coming from somewhere else, just like there's no point in him being kept at Alcatraz if the cure is coming from somewhere else. Never-the-less, Leech is now at the mansion, so they won't be using him for more of the Cure.
-This leaves whatever Cure was already distributed for shots. We know that Pyro destroyed one facility (and that whatever research was completed on the Cure was destroyed by Jean at Alcatraz). I don't know how many facilities were given Cure shots, but it was shown in the film that there was a VERY high demand for them. Chances are that stock was used up. If there is any other remaining shots, they'll be used up sooner or later.
And this is just additional info, but when a product is patented and goes through all that FDA stuff, there's a 3-year period where that company is the only one allowed to manufacture it. After that period other companies can make their versions, but since I doubt other companies have their own Leech, nobody else will be developing a cure.
