Two questions about 'Joker Returns' (1940)

I've recently been getting into the first two Joker stories after Chris Nolan announced he'd be using them for TDK. Two things I don't get though.

1. Why did Joker wait 2 days to escape from prison?
2. How did the Cleopatra Necklace end up in the Drake Museum. Wasn't it in Otto Drexel's estate in the first story? (This is probably a continuity mistake)

1. it's the joker. he escapes whenever he wants to.

1. Because, between the two Joker stories, there are two other stories in Batman #1. Two days seems like a reasonable time period.

1. Because he was in a straightjacket for two days?
2. It was in the Drake Museum for display?

I think that perhaps he was trying to deceive the gaurds and police into a false sense of security, and then he chose just the right moment to escape. The reason why it's puzzling is because he had access to that chemical thing in the fake teeth the whole time. It didn't take 2 days to create or anything like that.
