Riddler as the main villain. Catwoman as a "villain"/love interest.

Penguin and Black Mask roles as the new mob bosses.

Two-Face to return as the behind the scenes antogonist ala Dark Victory(I read it recently and Dark Victory is the PERFECT framework for the third movie).

Maybe throw in another villain or two in smaller roles. Like Killer Croc(as he's portrayed in the JOKER HC) as Penguin's body guard.

Perfect

I would love to see Nolan's take on Catwoman. I have an idea for how he'd approach Riddler (a cross between the Zodiac killer and Riddler's portrayal in BTAS as an economic terrorist) but I have no idea what he'd do with Catwoman.

Really I think Nolan's going one of four options:
Catwoman
Riddler
Ra's Al Ghul (returns)
Talia Al Ghul

Or a combo of all of the above.

I like to think so.

Think about it. Batman Begins=Year One. The Dark Knight=Long Halloween, Man Who Laughs(both kind of unofficial sequels to Year One). Batman 3=Dark Victory.

It works perfectly. Especially the Long Halloween/TDK comparison in regards to Two-Face.

The Joker. I know we already had him as a villain in TDK, but he is crucial to Batman's character. As he mentioned in TDK "You and I are destined to do this forever."

As long as Batman is around, The Joker will be around too. That doesn't mean The Joker has to be in EVERY Batman movie, but if this really is the last Nolan film, it would be ridiculous to leave such an important character out of the story.

Besides, his presence can't be ignored in the next film, given all the mayhem he caused in TDK. The aftermath of which is going to have be an important plot point.

Two-Face to return

Nolan already told Eckhart, (who was asking if Two-Face would return)

"no way, he's toast."

And Deadshot should not be an option. He was executed in prison in the Animated movie, Gotham Knight, which is supposed to lead into TDK.

The only way Two-Face is coming back is through flashback. Harvey's dead.

I used to want Riddler most of all for the sequel, and I do still think he'll be there, but now Catwoman is my number one choice. The things that can be done with that character in this story are just too good to pass up.

Given Nolan's comments about rounding out the storylines of the trilogy, I think this is what we need in terms of villains: a threat that can bring Gotham to either accept or begin to accept Batman as their protector, and one that can clear his name with the GPD. I see the ideal mob aspect of this movie being a pair of freak mobsters engaged in a city-wide war with each other.

I like the idea of merging the Reaper's motivations with a suit more like the Phantasm's and have this one was someone fed up with the GPD pursuing Batman while the freak mobs tear Gotham apart. So the Reaper begins killing the GPD people heading the hunt for Batman. The Reaper could make it clear that its not Batman whose killing the GPD. The Reaper could be an alias for Talia Al Ghul, I think. Or maybe not. Thoughts?

I think Joker should return especially if this is going to be Nolan's last batfilm. With Joker presumedly in Arkham, it would be a perfect opportunity to introduce Harley Quinn. I would love to see Nolan's version of Harley.

Riddler or Black Mask as the main threat until Joker escapes.

Catwoman as a possible potential love interest for Batman.

I picked the Penguin, although I'd like to see Penguin and Riddler share the spotlight. Maybe give Deadshot a cameo (like Zsasz in BB) as an assassin trying to kill Batman at some point in the film.

The Riddler would be less of a threat to Gotham, but more of a threat to Batman and his secret identity. He's the villain that pops up randomly through the film and torments Batman. Every time he pops up the audience should go, "uh oh, what's he up to now". I'd also like to see Riddler test Batman's detective skills.

The Penguin on the other hand is Gotham's new crime boss. I like the idea of a freak taking over the mob, especially when you consider what happened in TDK. He's a pudgy little guy with a long Roman nose. Arms dealing is how he comes into power. Penguin is definitely grounded in reality, which is great for Nolan's take on Batman. Not to mention he's a rather well-known villain and the general audience wouldn't have a problem identifying him.

I went the safe route and picked Riddler.

Personally, I think Riddler would be the best villian to really show off more of Bruce/Batman's detective skills.

I really do like your ideas TheBatman072 as well. If that was the direction Nolan would take for the third film that would be awesome.

If they do use the Penguin, I'd like his appearance to be similar to his BTAS or Dark Victory appearance. Somewhat freakish and deformed, but not spewing blood, biting people and groping people. Classy yet hideous. Motivations should be purely taking a piece of the pie left by the old timey mobsters liked Maroni and Falcone.

A version of the Mutant Gang, and the government.

I want the Joker back, but like most people I'm not sure what will happen with Batman 3. And also Harley.

I also want Posion Ivy in the movie as well, somehow.

I personally would love joker back, although I wouldn't mind if Harvey went into a coma, and was in critical condition at the hospital.

Maybe that whole gathering with his picture could be a Get well soon event, but idk.

I changed my post it could work in a montage scene of Batman taking down various freaks...Maybe they can get the big guy from Shawn of the Dead;)

Riddler and Catwoman. My choice if I was to helm this film would be Deadshot and Black Mask.

I would love to see Deadshot done appropriately, like a suicidal man who can't kill himself, and no else can either.

right now i'm thinking of a copy cat joker gang, the opposite of what we've seen in tdk. they maybe break into the asylum trying to free the joker but fail to do so...
the talking about him could still be in there, letting us know that he is around but cant be shown cause he is locked up.
i could see dr. hugo strange in a small role too, but i'm definitely for the riddler and catwoman.

Hugo strange is going to be a major character, that's my prediction. I still believe we'll see just about every major villan in some form or other-Catwoman, Penguin, Riddler, etc.. ..Even Joker

Hmm an interesting suggestion.

Hmm maybe firefly could appear just as a arsonist(small cameo).

There's only one way to go from here: Multiple Villains BUT!!!! Hear me out. Dark Knight pulled it off well and they set it up like the ending of Long Halloween where the freaks basically take out the "normal" mob and set Gotham up for a new breed of villain.

Instead of the whole stupid "we need to team up to steal the minds of Gotham or freeze it so our super plants can breed" you simply make it a mob film where different gangs are tearing the city apart and BatMan needs to stop them. They still have the whole escaped Arkham inmates thing going.

Black Mask = Michael Wincott
Ventriloquist = Christian Clemenson

throw in Penguin as an information man, ScareCrow as a drug dealer (bit of a waste but that's what they made him)

Killer Croc should just be a huge psychotic body gaurd with a ridiculously bad dry skin condition that looks like scales. Shame they already used Tommy "Tiny" Lister in the Dark Knight. And throw in DeathStroke as a masked assasin thats hired to take out BatMan... or as a twist, Bruce Wayne?

and please, no Riddler. He was awesome in the Frank Gorshin and early animated series days but after Jim Carrey, I realised how lame a villain with an impulse to leave riddles behind is. Also, Catwoman is... a cat burglar... how much can they really do with that going up against BatMan in a huge big budget two hours plus picture? Unless you give her some kinda plays both sides sorta deal... which now that I type it, sounds like it could work.

Oh yeah, and have it turn out that Joker was behind the whole thing from Arkham. You can keep him in the shadows in their final dialogue at the end, just have a really good voice guy. It'd kinda be like the ending to Broken City. One of the most underrated BatMan stories ever.
