Remember this scene??

I know this is fan altered (couldn't find a clean one). (But, I always had the impression that The Avengers were being put together to put the Hulk down. Thus the meeting between Stark and Ross. Basically Stark had the answer for Ross's problem with the team he's putting together.

So what happened between that scene and this new plot where the Hulk is already part of the team??

I really hoped that it would have been like Avengers #1.

The short film, the Consultant, which was included in the Thor Blu-Ray actually retconned that scene. It's revealed in a conversation between Agents Coulson and Stillwell that the government want's Col. Blonsky/the Abomination pardoned and placed on the Avengers roster.
Obviously, Fury doesn't want that. Coulson and Stillwell discuss that they need to make a show of asking Ross(whose division is holding Blonsky) for the release. They come to the decision to send the newly appointed consultant(as of the end of Iron Man 2, which occurs concurrently with the events of Incredible Hulk in the timeline) to speak to the general.
Cut to the scene in the bar. Shortly thereafter, Coulson and Stillwell talk about how Ross got so angry that he tried to throw Stark out of the bar. Stark proceeded to buy said bar and scheduled it for demolition, while Blonsky continues to rot in a heavily reenforced cell. Mission accomplished.

It didn't retcon anything, just put the scene in perspective.

This I don't understand. Who is giving Fury his orders? Doesn't he decide who gets on the roster?

I'm pretty sure Fury isn't the highest ranking official in the US. Maybe the President wants SHIELD to try & control Abomination & then put him on the team.

The directions came from the World Security Council, they wanted Blonsky because he has the training and considered him a war hero. Fury didn't want him but couldn't refuse so Sitwell and Coulson got Stark involved to mess up the meeting with Ross.

I think when TIH, the plan was to do other things with Hulk, but the disappointing BO returns made them rethink things, so they made The Consultant to do away with that plot angle and reshape the plan. At least, that is how I see it.

What a shame....It would have been off the hook to see Ironman, Thor, Cap and the others trying to bring in the Hulk and then ban together against Loki! Like in the comics.....

What a waste...

What I keep scratching my head about is why didn't the World Council simply approach General Ross themselves and ask him to release blonsky instead of having SHIELD ask him? I mean if the World Council is that high of a position, then they could have ordered Ross to release him instead.

But all those New Yorkers know for a fact it was the Abomination and not the Hulk who destroyed and attacked New York. Also Ross know this. If they did go straight to Ross and get him released then it would cause major public backlash, something i'm sure a world security council wouldn't want.

Oh I imagne we will get such a sequence in the film. There's a part in one of the trailers where we see soilders close in on Banner's home, and plus with all the in fighting between Cap and Stark and Cap and Thor (basically Cap acting like the biggest jerk on the planet) we will get a fight between the team and the Hulk. Espically considering his... Violent way of handling things. ;)

It could have something to do with the Chain of command. The World Council may not be in charge of that branch of the Military. It may just be a Council set up to give orders to The Black ops organizations like S.H.I.E.L.D, A.R.M.O.R., H.A.M.M.E.R., S.T.R.I.K.E., and S.W.O.R.D..

You know, I'm thinking that the plot arcs in the Avengers are going to be more stuffed than a Hot Pocket. The Hulk is just going to be a small part of the conflicts in this movie. I think the first part of the movie may be devoted to the Hulk and Loki's rampage with the second half being devoted to Loki's army.
