The Hood likely will lead his pack into battle to add to the sort of Royal Rumble Cluster**** panels that Bendis believes count as "action" (see: HOUSE OF M's last 2 issues). Frankly Bendis' best action sequences were in USM and I have no clue to what degree Bagley, who is strong with action, helped. So far all they have done is "plan" to lend assistance, rather than, I dunno, rob some banks and squirrel away a few million and expect the heroes to win like they always ****ing do in every single ****ing alien invasion since the Marvel Universe began, but that would mean someone somewhere accepting that Marvel heroes didn't don the masks yesterday and have in fact been professionally acting as heroes for, in some cases, 5-13 years in "Marvel Time", and Bendis isn't that kind of writer.
Or, rather, Marvel is rarely that kind of universe. DC Universe people and heroes usually accept that things have been the way they are for years and certain things are routine. In Marvel, since about 2001, every single supervillain attack is taken as the newest thing to ever happen with zero context, and it gets grating.
As for who is still with The Hood, off the top of my head:
The Wrecking Crew (who were defeated by Omega Flight but fled back to the U.S. only to be hired to kill Punisher by Jigsaw and for Punisher & G.W. Bridge's allies Fontaine, Silver Sable and Domino to beat them. But expect them back)
Griffen
Constrictor (who has been part of the Shadow Initiative in A:TI for some time now, but don't expect Bendis to care; leave Slott or Gage to have to explain it as "he's undercover")

Blood Brother (his twin was killed, so his power level must be lowered a bit)
Blackout (who in GHOST RIDER was hired by Dan Ketch and is quite busy there, but, again, editors who tell Bendis who can't be used apparently vanish near rivers, so it never happens)
Jigsaw (who, again, was defeated in PUNISHER WAR JOURNAL and outright killed. That's a bit extreme, so I say 50/50 if he still shows up in background panels)
Mr. Fear (defeated in DAREDEVIL, but, see above. To be fair, there have been more than one Mr. Fear historically)

Cuthroat
Crossbones used to show up, but he's been limited to CAPTAIN AMERICA, so I doubt it.

See the problem is I still have no idea why half of these villains would work for the hood, especially if he is having them risk their lives fighting with Avengers.
The Mr. Fear in DD was Larry Cranston, the one working for the Hood is Alan ***an, Cranston's nephew.

The Hood can i can see fighting the skrulls, he once beat up some hydra guys for being Nazis.The thug villains I can see being loyal to him, but the egomaniacs and the psychopaths in this group would less likely to do what the hood says. Most of the members of this group would more then likely to let the skrulls and Avengers kill each other and few would even be willing to sell out the Earth to the Skrulls from a ton of cash, an amusing clock and a sack of French porn. Controller once worked for Thanos and Scarecrow sold his soul to demons, those guys are members of the group (at least they were in the past) I think they can deal with the skrulls.

I noted that Mr. Fear has had a few different men behind the mask, so it works. Just like there were a few Hobgoblin's and Green Goblin's.
The rest is the biggest problem about The Hood; many of the villains in his "crew" have led teams themselves, or usually have loftier goals, and it seems a bit out of character that they would follow the Hood rather blindly, considering he has zero "street cred". Seriously, what has he done? He went on a few robberies in his mini and that was it. The stuff from BEYOND! wouldn't help. Maybe his "demon" is able to influence minds or something.
Bendis is capable of dusting off a forgotten or lessor known character and making them good. Just with Hood, I believe he overplayed his hand. Kingpin took YEARS, in both back-story and Marvel comics, to amass his empire. Having Hood swoop in and basically cobble a lot of that together in a few issues seemed a bit arrogant.
The Wrecking Crew's internal order comes from the fact that the Wrecker is the most powerful of them. That's basically the only reason they followed him in the first place. The Hood's nowhere near a match for any of them, yet they throw their lot in with him because... what, they've secretly harbored some desire to see Tigra get the s*** beat out of her? Seems stupid to me.
But the Wizard's an even bigger mystery.
Hood busted wrecker out of jail, so that kind of sign of loyality might have gained Hood some respect from Wrecker.
The wrecking crew are very powerful thugs, but thugs all the same and they have been willing to follow orders in the past.
However not everyone in this group is just a thug:
The Wizard, Madmae Masque, Crimson Cowl, Centurius, Crossfire, Doctor Demonicus and others are total egomaniacs who are used to being in charge and already independently weathly, they aren't the type to be treated like hired hands. They would consider the hood a gutter snipe and if they worked for him at all, they would be very disrespectiful and likely would be planning on overthrowing him later.
Scarecrow, Purple man, Mr. Hyde, Typhoid Mary, Crusader, Fool Killer, Mandrill and others are total psychos, pretty hard to control, often caring more about causing choas then making money. Guys like those would need to put into line all the time, they wouldn't be loyal minions.
Thug villans like the Wrecking crew, Jigsaw, Hydroman the Enforcers, Scorcher Shockwave and others are thugs and might respect that he is product of the streets, they would be willing to follow him.
I doubt the psychos or the egomaniacs would follow the hood into battle with the skrulls, unless Bendis isn't writing them in character or the demon is controlling them somehow.
Well, I could buy the demon explanation, actually. I doubt Bendis will actually use it, though.
They were.I thought they were all present when the big battle started?
Didn't he rob a bank while the Mighty Avengers were dealing with Ultrona and made a score of $12 million? That got the attention of his crew. And don't forget the brutal assult of sexy Tigra in her own bed to again, show his crew how badass he was. I think those two were pretty influental to padding his reputation. OH, and he faught Wolverine to a stand still in New Avengers. Not that that makes him kewl in my book, but to his gang, I think that means a lot.

And this makes sense because if the Skrulls win, everybody's ****ed. This was explained in the comic.
