I agree with freakjokerxxx. I think the Scarecrow will be featured as another "freak" who is trying to take over control of Gotham. He will just help highlight the theme of "freaks versus gangsters". So Joker/Scarecrow vs. Maroni, Gamble, etc.
He won't be in many scenes though.
