What seperates villains from heroes?

Hero = Self sacrifice
Villian = Self Service
That's why Magneto and even the Great Von Doom can never truly be heroes.

But Doom has been willing to sacrifice his well being for the people of Latveria several times.

So Villains pump their own gas? Does that mean I'm a villain?
 
Magneto's goal was to take over the Earth and abolish war, crime, plague, famine and intolerance to others. He didn't even intend to retain control of the world himself, he intended to give it to the X-Men.

As to the 1 vs 1,000,000 arguement, that is an easy one. If you save the 1.000,000 they will use up vast resources and cause the destruction of billions of other life forms on Earth in an ongoing destructive chain reaction. It is therefore highly immoral to save those individuals.
