I really love the bolded part! Would be so ****ing awesome! Though I don't like the idea of Peter and Max being around the same age. I don't think I can take a young Electro seriously enough, and I'd prefer him to be a little older so we can have a better actor for him because let's face not, many young actors wouldn't fit as a super villain.
They don't necessarily have to both be in high school. Peter could just be interning at Oscorp, and happens to come across Max Dillon, who works a bottom-of-the-ladder job, maybe as a tech guy or something like that. Maybe they strike up a small conversation, see how much they relate to each other, and become good acquaintances.

When I said that wants to destroy the city and becomes at odds Spidey, I meant that he wants to get back at all the people that did or he thinks stepped all over him all those years. I'd compare him more to Andrew from
Chronicle, in that he carries all of this emotional baggage over the years from being picked on and abused, mentally and physically, and takes it out on those people once he gains his powers.
Only, where Max is concerned, he's even more of a destructive force of nature due to the unpredictability of his powers (a walking lightning bolt) and his mental unstability.
Personality-wise, I'd like to see something similar to
Spectacular Spider-Man Electro. Bad temper, made even worse by his powers.
However they do Electro, I just hope he isn't tied to Peter in some way. Getting really tired of "HE'S MY BEST FRIEND" "HE WAS A FRIEND OF MY FATHER'S" "HE KILLED MY UNCLE" Just make him a ****ing bad guy.
Like I said above, he doesn't have to be a close friend that Peter's known for years. Just someone that Peter happened to meet and hit it off with.
You can make a villain sympathetic while still making him a through-and-through bad guy.
X-Men: First Class, and even
Chronicle to an extent, showed that it could be done without making the character a whiny, entitled baby.
Just give him the proper motivation and character development, and the rest will follow.
