I'd want a moment where Electro wants information from a guy and tortures him to get answers by giving electric shocks. Then Electro underestimates his own powers and ends up killing the guy. This is the start of Electro realising how powerful he could be, and later on he realises it even more by draining energy from stuff and using it as powering himself up, among other signs.
I also think Electro should die in the end. He should be so powerful that the final battle should result in his death.

One thing I hope Arad & Co aren't stupid enough to do is to make Uncle Ben's killer become Electro. That would be so awful!
Anyways, why I think this Electro rumour is so likely is that:
A) He is one of Spider-Man's most powerful enemies. They can be extremely innovative with him.
B) He has a very interesting personality that is different from other villains. He has the potential to be a very deep and memorable villain. This is why he's one of my favourite villains and why I hope he won't simply be a "pure evil" kind of villain because that's not who he is. He should be twisted and sick but not because of being a psychopath like modern Osborn, but because of his confusion, insecurity, hunger for power and eventually God complex. IMO he shouldn't be created at Oscorp but he should be used by Osborn, until the second or third act where he realises he's the most powerful being ever and follows his own agenda.
C) He actually fits very well in where Sony want to go with the sub plot about Oscorp's involvement in the death of Peter's parents. Not that Electro should be directly involved in it in any way. But he doesn't require too much backstory I think, which gives more time for the sub plots to get some answers. What I mean is that Electro could be the main threat but still not need to be the main focus of the film. The main villain should really be Norman Osborn.
