Nolan's overrated, ESPECIALLY when it comes to "respecting the source material." There's precious little in common between the Batman in Begins and the Batman you read about in comics.
Neither does he show any great interest in superheroes in general... he just likes Batman, and a grounded Batman at that. He's not going to take on other Superhero projects... that's naive thinking: "He likes one of my fave superheroes, he must like them all!"
The key issue, aside from action scenes that Nolan is disinterested in (he can hire a choreogrpaher just as well as anyone else, Nolan chooses not to have good action, as an artistic choice), a big part of the Captain America is the America part. A movie about Captain America that fails to unite WWII-Era American Idealism and the cynicism and American corruption of today is hollow, a heartless soulless movie -- like Hitman. Why bother making it, if you don't get to the heart and soul of the character's beliefs?
Ordinarily I'd go with Doug Liman, just because guys like Spielberg don't really work on other people's inventions, Jackson isn't really all that dependable sometimes, and guys like Sam Raimi don't always transfer well just because comic book properties are involved. But at the same time I don't believe Liman has the... ideological range to make the kind of Cap movie that needs to be made.
My vote? Wachowski brothers. They've got action, they've got range, strong themes and real heart, PLUS they'll work on the properties of others, and as long as they strike a balance between far flung theoretics (Matrix 2&3) and uber kitschy cyberpop (Speed Racer) they could make a very clean subtly grounded Captain America movie.
