Tons of foreigners do that.
Americans do that. Actually, if anything, that's a stereotype of suburban middle class white America. I've known Mexicans to hand their children a well-executed beating for being little ****s.
In my experience, Asians do that as well.
Where I originally lived for the first 24 years of my life, as well as where I live now, there is only one group of immigrants that you can reliably find not being able to speak English. The Mexican immigrants.
I've met a lot of Asian immigrants that have thick accents, and don't speak FLUENT English, but I've never met an Asian immigrant that was just completely stumped when it came to the English language.
Don't get me started on white people raising their kids - but, I've worked retail for a good chunk of around 10 years. For the entirety of that 10 years, I've worked in markets with heavy Mexican immigrant populations, and it is always those populations that have the absolute WORST discipline of their children. I can tell you a TON of stories of Mexican immigrants showing absolutely no discipline to their children, and just letting them get away with whatever they want.
I do not have those same experiences on such a frequent basis with any other race. It is nearly a certainty that when a Mexican family comes into my store, the children will be loud, start crying, and the store will be left a mess. Not so much the case with the black and white families that come into my store.
And also, in my experiences, living in a very heavily Mexican and Asian populated part of the country, it's only been Mexicans that I see hiding out 2nd and 3rd families in their houses. I've NEVER encountered an Asian family doing that.
Growing up, and for the first 24 years of my life, I've lived in Mexican and Asian central. White people are exotic to me in my own eyes, because in my first 24 years, I spent more time in school and work with Mexicans and Asians than I did with any other race, including my own. So I have a pretty extended experience with these groups of people.
