Hmm, an interesting idea - I know the cipher you are talking about. I tried it out using these numers from sushi's post:how about a caeser cipher, with each shift being given by the number, and the initial letter is the one given. if the number is first then you shift down, if the number is second u shift up? i know its extreme but im trying it
put the stuff we do know together: the letters at the top left of every ticket is coded with a number and letter:
B4 8J 8G 1M 3P 3I 4F 3L 8D 2K 2F 6C
9L 1H 6M 3D 8N 5K 4N 9A 5H 9H 6E 7A
there are no "I" or "O" used.
The punches in the cards aren't just random. in fact, some are "transparent" while others are just blacked out.

Didn't get much sense out of it, but then again, the Romans counted inclusively, so maybe we have to do some crazy **** like that, or maybe the letters need to be re-arranged.

Okay, I overlayed the cutout tickets over the Gotham map (each ticket covered 2 squares when rotated and scaled) and I got this:
6M = Fifth
3L= 3rd
3P = 1st
5H = 17th
2F=4th Street
6E=14th
8G=22nd
They all revealed a street number.
Whatever this means, I have no idea.
