I don't think using Riddler or Penguin needs to be limited by fan ideas. I'm sure there are enough talented writers who could come up with a compelling story for both those characters that far exceed the Burton/Schumaker versions.
Bane might work for this film, but he's a very weak villian in Batman's rogue gallery. The character was basically created as a vehicle to jumpstart comic sales in the early 90's, and to introduce a new Batman and Batman suit.
My interest in TDKR really stems from a conclusion to the story and to see Ann Hatheway's take on Catwoman. Honestly I think Bane looks like some sort of S&M freak with a fluffy coat, in this version.
Bane is an excellent and formidable villain. In fact, I believe he has the most potential out of the rogue gallery. Bane has the best of both worlds -- something that The Joker, The Riddler and The Penguin lack.
Bane has always gotten the shaft over the years but he's truly a villain that has become iconic for remarkable feats involving wit AND brawn.
