No it's not, you can get a not-so-good inker now and again for any penciller's work, but I have seen lots of good stuff from him that was not inked by Romita.
He did a decent Batman story back in the early 90s for LOTDK, called 'Flyer', his artwork was real good in that, very slick, can't recall if he inked it himself, but it's quite interesting to compare his Batman work to this Spider-man, because he has them in some quite similar action poses, swinging on his rope into criminals and the like.
