A police chief in Oregon retired this week after officers say he responded to an accusation of racism by imitating a monkey, singing Dixie and pantomiming a beating, KOIN reports.
In papers obtained by the station, officers allege that Clatskanie Police Chief Marvin Hoover made the racist display when they attempted to debrief him on the arrest of black woman who threatened to file a discrimination lawsuit.
I relayed several of the arrestees remarks such as, When you look at me, my black and my nappy hair, all you see is animal, writes Officer Dustin Stone in his official report to the Oregon Department of Public Safety. Chief Hoover interrupted me and said, Thats what she is.

For his part, Officer Stone says hes been harassed other Clatskanie residents since filing the report.
Ive already faced a lot of retaliation, my wifes been forced off the road twice, Stone told KOIN. Ive had people in the community yelling the N-word at me.
On Tuesday, three California jail deputies were charged with what their boss called the vile and cowardly murder of Michael Tyree, a homeless man who was found beaten death in his cell last month while awaiting transfer to a mental health facility.
They may have thought that their violence, enacted late at night in the obscurity of a jail cell and against a helpless and mentally ill inmate, was invisible, said Santa Clara County District Attorney Jeff Rosen in a statement. Today we see it for all of its brutality. Mr. Tyree was not invisible. His death was not invisible. We will see that there is justice.
Police say the fatal beating occurred at around 11 p.m. on August 26, when Deputies Matthew Farris, Jereh Lubrin and Rafael Rodriguez began searching cells in Santa Clara County Main Jails special needs wing. From the L.A. Times:
When the jail deputies got to Tyrees cell, he was heard saying, Do I have to get up? at which point, Farris ordered Tyree to get up, [Sgt. Marc] Carrasco said.
Tyree was heard screaming, Im sorry. Im sorry. Stop.
Minutes of screaming, thumping, wall-banging and what sounded like blows to a persons body were heard throughout the cell unit, Carrasco said.
Tyree had injuries above his eye, near his chin, on his cheek and on his arms, legs, back and hips.
During a welfare check about an hour later, Tyree was reportedly found naked, unresponsive and covered in feces and vomit. At 12:35 a.m., he was pronounced dead.
In addition to murder, Farris, Lubrin and Rodriguez each face one count of assault under the color of authority for allegedly beating another inmate earlier the same evening. If convicted, the deputies face life in prison.
The disappointment and disgust I feel cannot be overstated, said Santa Clara County Sheriff Laurie Smith at a press conference last week. His life had value.
CNNAlex Stone knew he had no other choice.
The police officer in Clatskanie, Oregon, filed a formal complaint when he allegedly heard the city's police chief making racist comments.
"I had to do this," he told CNN affiliate KOIN, but he said the aftermath hasn't been easy.
"I've received death threats, a tire flattened with a nail on my driveway," he said. "My kids, they're afraid to go outside."
Stone's complaint, filed along with a complaint from another officer over the summer, alleges that Clatskanie's then-police chief, Marvin Hoover, compared African-Americans to monkeys, made monkey sounds and sang "Dixie" while being debriefed on the arrest of a woman who had said she was discriminated against.
"While Chief Hoover was scratching and chanting, he started to move around the room, in a dance or jumping fashion. While jumping and moving about the room, Chief Hoover momentarily beat his chest like Tarzan," Stone's complaint said. "As Chief Hoover was comparing African-Americans to monkeys, I began to become extremely uncomfortable. I have never been in a work environment where a manager, especially an executive officer, is openly racist."
Stone said he tried to continue debriefing Hoover but was interrupted again.
"This time Chief Hoover said, 'That's what they deserve,' " Stone alleges. Then, according to the police officer, he started singing the words to "Dixie" while pumping his fist as though he were punching someone.
K-9 Officer Zack Gibson also filed a complaint with the same allegations.
"Officer Stone brushed aside the antic but I could observe that it bothered him," he wrote. "At the same time I was in disbelief that the Chief of Police was acting in such a manner while an officer is concerned he may be accused of racism."
Hoover could not be immediately reached for comment.
Chief retires while on administrative leave
He was placed on paid administrative leave last month after the complaint, KOIN reported. Soon afterward, he retired, prompting a letter from the city's mayor to the local newspaper, praising his years of service.
"I say, thanks to Chief Hoover for a job well done. You have this community's gratitude, gratefulness and appreciation," Mayor Diane Pohl wrote. "Enjoy your retirement knowing we will miss you and wish you all the best. Just take it easy on the elk, bear and fish that you will have more time to pursue!"
She told KOIN the city's investigation had been completed.
The decision to allow Hoover's retirement drew sharp criticism from the ACLU of Oregon.
"Allowing Chief Hoover to retire while paying him a bonus sends exactly the wrong message. Rather than holding Chief Hoover accountable for his racism, they rewarded him," David Rogers, the chapter's executive director, said in a written statement. "By condoning Chief Hoover's actions and intolerance, the city council has delivered a disturbing message about the values of Clatskanie, at the same time discouraging people who think about stepping up and doing the right thing by reporting such unacceptable actions."
City: Deal 'in the best interests of the city'
Hoover chose to end his employment before the city's investigation into the alleged racism was completed, city officials said in a statement Tuesday.
"The city strongly condemns the alleged conduct," the statement says, adding that it reached a separation deal with Hoover that was "in the best interests of the city."
The city will conduct diversity training for its employees, the statement said.
"The city regrets that this incident occurred and supports that the matter was reported," the statement said. "The city asks that members of the public respect the rights of the individuals who brought this matter forward."
A reporter from KOIN asked Stone whether, when he made the complaint, he was worried he could lose his job over it.
The officer didn't hesitate when he responded.
"I'm still worried about that," he said.
So cops are allowed to rush unsuspecting people and throw them on the ground because theyre wanted for questioning about a crime. The 35-year-old Blake, once ranked No. 4 in the world, suffered a cut to his left elbow and bruises to his left leg as five plainclothes cops eventually held him for 15 minutes Wednesday outside the Grand Hyatt Hotel.
It was definitely scary and definitely crazy, Blake told the Daily News. In my mind theres probably a race factor involved, but no matter what theres no reason for anybody to do that to anybody.
Blake, on his way to make a corporate appearance for Time Warner Cable at the U.S. Open, said none of white cops identified themselves, including the officer who charged straight at him and bounced him off the E. 42nd St. concrete around noon.
Dont say a word, snapped the officer, who Blake said was not wearing a badge.
Blake whose right eye appeared red hours later at the Midtown hotel was only turned loose when a former cop recognized the man in cuffs and alerted the arresting officers, a police source said.
That is James Blake, the tennis player, the NYPD retiree told them.
The first cop involved never apologized to Blake for the physical thumping or the subsequent cuffing, the ex-player recounted.
Blake was only in cuffs for a minute after he was misidentified by a witness during a credit card fraud investigation, police said.
The Harvard-educated athlete was waiting for a car ride to the Queens tennis center after an interview with a magazine writer.
As he started texting on his phone, Blake looked up and saw someone in shorts and a T-shirt racing at him.
Maybe Im naïve, but I just assumed it was someone I went to high school with or someone who was running at me to give me a big hug, so I smiled at the guy, Blake said.
He was adamant that the officer never said a word: No, just rushed me. The unidentified officer picked Blake up, threw the 6-foot-1 player down on the sidewalk and commanded him to roll over facedown.
Im going to do whatever you say, Blake recalled telling the cop. Im going to cooperate. But do you mind if I ask what this is all about?
One officer replied: Well tell you. You are in safe hands.
Blake said, I didnt feel very safe.
Youd think they could say, Hey, we want to talk to you. We are looking into something. I was just standing there. I wasnt running. Its not even close (to be okay). Its blatantly unnecessary. You would think at some point they would get the memo that this isnt okay, but it seems that theres no stopping it.
Police Commissioner Bill Bratton said Wednesday night he had directed internal affairs to open an investigation.
The nature of what he described is not what we do, not what were supposed to do, Bratton said on NY1. I will not tolerate any type of excessive use of force on the part of my police, but as always, we have that saying, the first story is never the last story.
A man who was standing near Blake was arrested in connection with the scam, police said.
Once he was told about his misidentification as one of the bad guys, Blake told the police to check his license in his front left pocket and his Open credential, in his back pocket. The NYPD was trying to locate surveillance video, and Blake said he was hopeful it did.
The tennis great said he would like an apology from the department, and he wants to hear there will be repercussions for the officers involved.
Blake said at first he didnt want to discuss the incident publicly, but felt he had an obligation to bring to light another instance of excessive police.
I have resources to get to the bottom of this. I have a voice, Blake said. But what about someone who doesn't have those resources and doesnt have a voice?
"The real problem is that I was tackled for no reason and that happens to a lot of people who dont have a media outlet to voice that to."

Microsoft has confirmed that it is helping upgradable devices get ready for Windows 10 by downloading the files they need in the event that owners decide to migrate to the new OS, even if they have heretofore passed up on "reserving" their free upgrade from Windows 7 or 8.
The issue seems to revolve around the Microsoft update KB3035583, and as such it appears to only afflict individuals who have chosen to receive automatic updates. As far as we can tell, if you have automatic updates turned off, Windows 10 won't be pre-loaded onto your PC.
According to The Inquirer, the situation was first reported by an anonymous reader who claimed to have discovered a hidden directory called $Windows.~BT on his computer, despite not opting in for a free upgrade to Windows 10. The directory weighed in at "3.5GB to 6GB," according to the reader.
I thought Microsoft [said] this 'upgrade' was optional. If so, why is it being pushed out to so many computers where it wasn't reserved, and why does it try to install over and over again? he told the outlet.
His concerns are mirrored by numerous people across the Internet, who have been reporting similar revelations since as early as July. Getting rid of the unwanted files isnt as quite as simple as clicking the delete button, unfortunately. But it doesnt require any significant computer knowledge, either. While potentially disconcerting at first blush, the news isnt exactly a shocker. Microsoft has been aggressive about promoting Windows 10, bombarding Windows 7 & 8 users with pop-ups suggesting the change. More crucially, by opting for automatic upgrades, a user is essentially agreeing to allow software developers to do as they willin this case, proactively downloading Windows 10 in preparation for any changes of heart.

Its ridiculous. Blake had every right to defend himself and yet hed be charged with assault on an officer. 12 people were killed and 10 more were injured on Sunday when Egyptian anti-terror forces attacked a Mexican tourist convoy they believed to be militants, Reuters reports.
A joint force from the police and military, whilst chasing terrorist elements in the oasis area of the Western Desert tonight, accidentally engaged four four-wheel drives belonging to a Mexican tourist group, the countrys Ministry of Interior said in a statement. The incident resulted in the death of 12 Mexicans and Egyptians.
According to the BBC, the ministry claims the tour buses were traveling in a banned area at the time of attack, the circumstances of which are currently being investigated.
Earlier in the day, ISIS-affiliated fighters claimed they had repelled an attack by Egyptian security forces in the Western Desert, the Guardian reports.
CNNPlainclothes police Officer James Frascatore put himself in the spotlight when he blindsided former tennis star James Blake in front of a surveillance camera last week and threw him down on a Manhattan sidewalk.
Blake has gone public with the officer tackling him, determined to use his star power to address the issue of police brutality.
The headlines about Blake has brought to light past complaints against Frascatore, who is the defendant in at least two earlier lawsuits alleging excessive use of force. And people who say they were on the receiving end are coming forward with their allegations.
Two plaintiffs, Leroy Cline and Warren Diggs, spoke Monday to CNN's "New Day." Both men allege Frascatore beat them without provocation. The show reached out to the New York City Police Department for comment on their allegations but has not heard back.
The city has denied Diggs' allegations, according to court paperwork. Court records show the city is discussing possible settlements of the two cases.
Diggs said he was glad that Blake's situation has garnered attention. "Now, I get to let my side of the story out," he said. "It's a good thing, though it took something bad to happen."
He alleged Frascatore beat him as he was entering his own home.
Diggs had arrived on his bike and headed for the side door. "I hear somebody say, 'Where you going?'" he said. When he got off his bike and looked up, he saw Frascatore and two more officers in uniform running toward him, he said.
They asked for his ID; he told them it was in his house and offered to get the ID.
Diggs said he told the officers which pocket his key was in, removed it slowly where they could see it and turned the lock on his door. Just as he started to step into the house, Frascatore allegedly grabbed him. Another officer held his arm, and Frascatore allegedly punched him in the head, Diggs said.
A different officer threw him to the ground, and Frascatore continued beating him, Diggs alleges.
Cline said he was not surprised when he heard about Blake being tackled.
"He went overboard," Cline said. "Exactly what he did to me he did to the superstar tennis player."
Cline said Frascatore pulled him over in traffic and asked for his license and registration. "Where I'm from, I get pulled over a lot," Cline said, "so this time I decided to ask, 'What am I being pulled over for?' "
Frascatore wouldn't tell him, Cline said, and when Cline repeatedly asked, the officer allegedly reached into the car to unlock the door and tried to pull Cline out. When Cline flinched back, Frascatore allegedly punched him three times in the mouth.
Cline let out a scream, and the officer and his partner allegedly removed him from the car, banged his head against the hood, handcuffed him and loosened the string holding up his short pants. The shorts dropped to his ankles, Cline said.
Both Cline and Diggs allege Frascatore later tried to cover up what happened.
The question of race came up shortly after Blake's tackling. Blake is biracial, and Frascatore is white. Cline and Diggs are African-American.
And days later, The New York Times reported on yet another past complaint against the officer, alleging he punched a black man and called him a racial epithet.
But Police Commissioner William Bratton has insisted race didn't play a role in the Blake case. "I don't believe that race was a factor," Bratton said. "This rush to put a race tag on it, I'm sorry, that's not involved in this at all."
Police have said Blake unfortunately looked like one of the suspects whom officers had come to arrest at the hotel.
On Wednesday, Blake was waiting in front of the Hyatt Grand Hotel for a car to take him to the U.S. Open tennis tournament, when he's been making corporate appearances.
Surveillance video released by New York police showed him casually leaning against a column when Frascatore rushed into the frame, tackled Blake and cuffed his wrists behind his back.
Frascatore showed no badge and didn't say what he wanted. When the officer grabbed him, Blake acted passive and let it the takedown happen.
"If I had (offered) any sort of resistance, I wonder what could have happened. I could have broken bones, a concussion or worse," Blake said.
For the next 10 to 15 minutes he was detained, Blake said neither Frascatore nor other officers identified themselves as police. Then a retired police officer recognized Blake and told the officers who he was. Moments later, they released him.
Police said they had received a photo from a credit card company of an individual who looked like Blake and was identified as a suspect. But that individual is innocent, and police are not identifying him.
Frascatore and his colleagues then arrested targets they suspected of abusing credit cards to purchase expensive items -- both British nationals. Neither looked like Blake.
Patrick Lynch, head of the police union, defended Frascatore's tackle. The mistaken identity was an honest error and the takedown was also done professionally, he said.
"The apprehension was made under fluid circumstances where the subject might have fled," Lynch said in a statement.
New York City Bill de Blasio and Bratton, the commissioner, called Blake to apologize. Blake said he appreciated the apologies, but they weren't enough for him.
"I've gotten emails and texts from people that tell me, 'This happened to me. This happened to my friend, my father, my brother,' " he said. "None of them get public apologies. They deserve the same treatment I'm getting."
Blake wants Frascatore fired; so do Cline and Warren. Their attorneys want to see him prosecuted.
Police have assigned the officer to desk duty.
