Philly Police Investigating Mob of Cops Who Beat Black Man on Video

The above video, shot on April 3 or 4 and published this week, shows a group of Philadelphia police officers punching, kicking, and tasering an unarmed black man. By the end of the clip, at least a dozen officers have arrived to the scene. According to the Philadelphia Daily News, police have launched an internal investigation into the incident.

Philly blogger Jasmyne Cannick, who first posted the clip, wrote that the man being beaten is Tyree Carroll, a 22-year-old resident of Germantown, where the video was taken. Family members told Cannick that cops stopped Carroll for riding his bike the wrong way down Locust Avenue. He was charged with assault, reckless endangerment, resisting arrest, and possession of crack cocaine. Cannick wrote that the video was taken at around 7:30 p.m. April 3, but according to Raw Story, court records show that Carroll was arrested the following day.

In the video, shot by a neighbor, officers can be seen beating Carroll and shouting at him. One officer calls him a “piece of s***,” and another shouts, “you’re getting the f***ing taser.” Carroll can be heard calling out for his grandmother, with whom he lives nearby. Because the video is relatively dark and was shot from a distance, it’s hard to tell exactly how many officers are present. A witness counted 26 officers, 24 of whom were white, Cannick reports.

Carroll reportedly told a representative of the nonprofit Pennsylvania Prison Society that he bit one of the officers because he was unable to breathe and feared for his life. The arresting officer also said in a pretrial hearing that Carroll bit him. Carroll remains in custody and will be arraigned July 21, the Daily News reports.

Here we go again, this is ridiculous. At the start of the footage the man was already down and being subdued by 3 officers. They beat him several times and then some gung-ho guy rolls up and immediately yells he is going to taze the poor guy yet the cop wasn't even there before he rolled up. This is disgusting. I didn't even know you could ride your bike the wrong way down a damn street, I know in FL if it's a main road that has lots of traffic you have to go with traffic and can't ride on the sidewalks but from what I can tell in the video that does not appear to be a big busy main road.
 
NYPD Sergeant Accused of Throwing Ejaculate on Female Co-Worker

Citing police sources, the New York Daily News reports a veteran NYPD sergeant has been suspended after allegedly splashing semen on the leg of a co-worker he “liked” at One Police Plaza.

“He was apparently so enamored by her that he threw semen on her,” one source told the paper.

The incident reportedly occurred this January, when 54-year-old Sgt. Michael Iscenko is alleged to have approached a female administrative aide from behind as they were walking down a hallway. From the NY Post:

“She suddenly felt something on her leg, looked down, and said to him, ‘What are you doing?’ “ the source said of the January incident.

“The uniformed member then walked away without responding.”

The woman, whose name was not released, immediately complained to her superiors.​

According to the Post, the substance on her leg was tested and confirmed to be semen, but a DNA test potentially matching the sample to Iscenko is still pending.

While the NYPD’s Office of Equal Employment Opportunity is reportedly investigating the incident with the D.A., Iscenko has yet to be criminally charged.

My guess was that it was the closest he could get to raping her without doing hard time.

When I made the post I almost made a comment about hitting her like little boys do but I didn't want anyone to misconstrue my comment and think I somehow condoned violence against women
 
I think some people would rather have a smack than that happen. Men or women.

UPDATE: New York City Settles With Family of Eric Garner for $5.9 Million

According to NBC News, the City of New York has agreed to pay $5.9 million to the family of Eric Garner, who was killed by Staten Island NYPD officer Daniel Pantaleo a year ago this week.

“I believe that we have reached an agreement that acknowledges the tragic nature of Mr. Garner’s death while balancing my office’s fiscal responsibility to the City,” said City Comptroller Scott Stringer in a statement Monday evening, noting, “the City has not admitted liability.”

In October, the family filed notice of a $75 million lawsuit against the NYPD, claiming Garner’s chokehold death was the direct result of the police force’s “negligence, recklessness and carelessness.”

The death had previously been ruled a homicide by the city’s medical examiner, but Staten Island D.A. Daniel Donovan was unable to indict Garner’s killer for criminally negligent homicide or manslaughter and reportedly chose to leave out a lesser reckless endangerment charge for unexplained reasons.

Today, Donovan is a United States congressman and Pantaleo—the subject of two previous civil rights lawsuits—remains employed by the NYPD, performing crime analysis.

A Justice Department investigation into Garner’s death is ongoing.

Houseparent at Boarding School Arrested for Child Molestation

A Pennsylvania man who worked as a houseparent at the Milton Hershey School was arrested for a number of sexual offenses this weekend after authorities say he molested an 8-year-old student, PennLive.com reports.

According to police, the girl told another houseparent on Saturday that 41-year-old Fernando Zagaceta had “touched her inappropriately.” From WPMT:

The girl said she was sleeping in her bed when Zagaceta began touching her arm and pulled her blanket down. She said he then pulled her pants down and began to touch her.

Police say Zagaceta admitted to being in the girl’s room and touching her hand to see if she was sleeping. He said he was taught by another house parent to do that. “Zagaceta initially couldn’t remember if he touched her legs or removed the blanket,” police wrote in an affidavit of probable cause.​

In a statement, the Milton Hershey School said it reported the incident to police immediately and has barred Zagaceta from returning to the campus.

“Such behavior is reprehensible and unacceptable, and we are taking this matter very seriously,” said a school spokesperson. “The safety of the children in our care is our highest priority, and we are focused on providing all the care and support that this student needs right now.”

Zagaceta now faces charges of indecent assault, unlawful contact with a minor, corruption of a minor and endangering the welfare of a minor.

GM Didn't Recall The Hummer Over Fires Until The Feds Threatened Them

General Motors recalled nearly 200,000 Hummer H3s last week over fears that they might catch fire. But it turns out that GM knew that flaming Hummers were a problem for several years before that. And what’s worse, the National Highway Traffic Safety Administration exclusively told Jalopnik that GM did not act until the feds threatened to launch a formal investigation.

Hummer H3 owners had been complaining to NHTSA for years, pleading for some sort of recourse after a problem was noted with the blower motor in the heating and air conditioning system. The connector and the resistor could short out, quickly causing a fire.

The first reported Hummer H3 caught fire in August of 2008, and its owner notified NHTSA just a month later. In total, there were 73 incidents involving the HVAC blower motor, including reports of burned or melted components, smoke, and fire itself up to and including total loss of the vehicle, by our count.

One person’s car was completely immolated, preventing them from opening the doors of the burned-out hulk.

It’s known by now that despite all of these complaints NHTSA generally ignores them, so it’s up to GM to notify the regulators if it thinks there’s a safety issue. In fact, as part of a GM settlement with the government, the company is required to meet with NHTSA every single month to notify the Feds if they think there’s a potential safety issue.

But despite the first fire occurring at the latest in 2008, GM still waited until January of this year to notify NHTSA.

And when the automaker did, it tried to downplay it, NHTSA told us.

(In response to our inquiries over the matter, a General Motors spokesperson told us that “GM routinely has discussions on open investigations with NHTSA, and we do not characterize the nature of those discussions.”)

GM listed the H3 resistor failures on an accounting of safety concerns presented to NHTSA in January of this year, NHTSA said, but the GM count of complaints and fires was revealed to be lower than that compiled by NHTSA after the agency reviewed all of its own data.

Clearly, there was some sort of discrepancy, though it’s still not quite clear whether it was by miscounting or because GM was simply unaware of the complaints.

NHTSA went back to GM in June, specifically noting that there was a problem with GM’s numbers. Since GM had a history of trying to downplay potentially life-threatening safety issues, NHTSA says they gave them a choice: Issue a recall or face formal investigation.

GM quickly capitulated, and on July 9th, they issued the first recall notice.

This is all to familiar territory for GM customers, as it’s a company with a checkered history of dealing with recalls.

Starting over a decade ago, it put faulty ignition switches into its cars, which the company knew about and ignored, until it became a catastrophic problem. Eventually, those faulty switches resulted in the deaths of over 100 people and GM finally issued a recall.

This angered many, including NHTSA, which is responsible for keeping us safe on the roads. At the time of the government’s eventual settlement with GM, United States Transportation Secretary Anthony Foxx had harsh words for the company, saying that “what we cannot tolerate, what we will not tolerate, is a person or company who knows danger exists and says nothing.”

It turns out, that once again, GM could have known, or should have known, there was a danger was lurking in its cars, and let out barely a whimper.

If I was a competing auto maker I would put out commercials that said "We promise our vehicles won't catch fire and kill you like Hummers. And if they do we will tell you immediately".
 
Lawsuit: Alabama Cops Tasered, Bound and Gagged Teen Girl Having Seizure

A recently filed federal lawsuit has accused police officers in Alabama of tasering a 16-year-old girl multiple times, binding and gagging her and threatening to have her committed to mental hospital—all for the apparent crime of having a seizure in public, The Washington Post reports.

“A Taser was used three times on a child’s chest, during a medical emergency, while she was pinned to the ground by officers,” attorney Gregory Harp, who filed the lawsuit on behalf of the teen and her mother, told AL.com. “Other officers present at the scene failed to intervene. Her mother was knocked to the ground, handcuffed, and then she herself Tased and arrested.”

According to the complaint, the incident occurred when an unruly crowd triggered the girl’s epilepsy at hip-hop concert this January. From AL.com:

This caused the crowd to part around the girl, and her younger sister informed employees of Center Stage that she was suffering a seizure. The suit states an employee picked her up and carried her to the lobby, where she was “unceremoniously dumped” onto the floor and held with a chokehold.

The suit alleges the mother learned of her daughter’s condition from the sister and came to the venue. When she arrived at the lobby dressed in a T-shirt and pajamas, the mother was “held down on the ground at five different points of her body” by police, then restrained to hold her wrists, hands and fingers immobile. After a police officer twice instructed another officer to “get her,” an officer fired his Taser at the mother while she was restrained, causing her to urinate.

The Taser was also employed three times against the teenager, who was “face down with her arms secured behind her,” the suit states. She temporarily lost consciousness and was taken to Gadsden Regional Medical Center, while the mother was arrested for disorderly conduct.​

The lawsuit claims officers then bound and gagged the girl while joking about her mother’s arrest and threatening to send her to a mental facility.

WBRC reports the plaintiffs are seeking punitive and medical damages and an injunction against police to provide officers with “proper training and supervision.”

Newly Released Video Shows California Police Fatally Shoot Unarmed Man

Despite efforts by the city of Gardena, California to suppress the footage, a video showing officers killing an unarmed, seemingly confused man was made public on Tuesday, the L.A. Times reports.

Earlier that day, a federal judge ruled that there was a strong public interest in releasing the footage, rejecting the city’s argument that it had settled a lawsuit over the shooting for $4.7 million with the belief the video would be kept secret.

“The fact that they spent the city’s money, presumably derived from taxes, only strengthens the public’s interest in seeing the videos,” wrote Judge Stephen V. Wilson in his decision. “Moreover, defendants cannot assert a valid compelling interest in sealing the videos to cover up any wrongdoing on their part or to shield themselves from embarrassment.”

The video shows the final moments of Ricardo Diaz-Zeferino, who was killed by Gardena police two years ago. From City News Service:

Diaz-Zeferino was gunned down on June, 2, 2013, after police responded to a call that a bicycle had been stolen from a nearby pharmacy and noticed two men riding bikes.

The victim approached the officers and attempted to explain that his brother had reported the bicycle stolen and that the two men were not thieves but his friends, according to the complaint.

The lawsuit alleges that police shot Diaz-Zeferino eight times and that he laid on the street, crying out in Spanish “Hasta aqui llegue” or “This is the end of me.”

Gardena police maintained the shooting was justified because the victim was acting erratically and reached into his waistband despite a command to raise his hands.​

Attorney Samuel Paz, who represented Diaz-Zeferino in the lawsuit, told the Associated Press he may ask for a federal civil rights investigation of the shooting.

“I think it is really helpful for the public to understand why they would be willing to pay $4.7 million to settle the case when we were on the eve of trial,” Paz said. “When the public sees the video and other law enforcement agencies see the video, this is very much a criminal act.”

Cops think if we start asking them to actually follow the law themselves and be held accountable they won't be able to do their jobs properly (and this goes all the way up the Federal ladder to the NSA, FBI, DEA, CIA, and any other 3 letter agencies).:whatever:
 
Officer Arrests Naked Woman After Illegally Entering Her Home

An Arizona woman says she plans to sue her local police department after an officer illegally forced his way into her home and arrested her while she was nude—all without charging her with any crime, KPHO reports.

“I felt helpless,” Esmeralda Rossi told KNXV. “I felt violated. And honestly, I felt molested.”

The incident captured in the disturbing cell phone video above occurred this March, when Chandler Police Officer Doug Rose came to Rossi’s home over a complaint involving a domestic situation with her husband. From The NY Daily News:

Rossi was in the shower when the cops knocked, and her daughter answered the door. The girl then went to her mom’s shower to tell her about the visitors. Rossi grabbed a towel to cover up and met the cops at the door.

Rose and his partner started interrogating Rossi, and the mom admitted that she took an attitude with the cops. The conversation got more aggressive, and Rossi said she felt “uncomfortable” — so she asked the cops if she could fetch her phone to record their conversation.​

“So I closed the door,” Rossi told KNXV. “I turn to go into my living room, and I probably get about five steps in; and all of a sudden, I just hear boots running in after me, telling me stop or I’ll arrest you.”

It’s at that point that the cell phone video shot by Rossi’s daughter begins, showing Rossi pleading with Rose not to touch her as her towel falls to the ground and she’s left naked. Rose then arrests Rossi, later unarresting her without charging her with any crime.

A subsequent internal investigation found that Rose entered Rossi’s home illegally without probable cause and failed to put important details about the incident in his report, including his use of force, Rossi’s arrest and the fact the she was naked.

Before the final results of the investigation were submitted, however, Officer Rose retired from the police force.

Rossi reportedly plans to file her civil suit within the next week.

What do you all think about the controversey surrounding the government and the genious Aaron Swartz? This was the kid that fought against the SOPA bills being introduced into congress, and also upon his death, was the reason the Aaron Law took over the computer fraud and abuse act, mostly due to the bullying from the government.

K-9 dies in hot police car after being trapped for 10 hours

Since this was a cop essentially killing another cop (dogs in K-9 units are officially designated as officers IIRC) I'm sure he'll get leniency. A slap on the wrist, a transfer out of the K-9 unit and then pretend he didn't do anything wrong.

Had this been a normal, run of the mill civilian who stupidly and negligently did this though then they'd have already been charged with animal cruelty and whatever the equivalent or murder is for killing a police dog.

A police K-9 died Thursday evening after being left for hours inside his handler's patrol car.

Zane, a 5-year-old bloodhound, was found dead at the handler's residence in Rockdale County, Georgia, according to Conyers Police Department spokeswoman Kim Lucas.

The bloodhound worked as a tracking dog with the department for four years, three with his handler, Cpl. Jerahmy Williams.

The Rockdale County Sheriff's Office responded to Williams' home Thursday and is conducting an investigation with the county district attorney's office.

Williams came home from a 12-hour shift at work and went to sleep feeling ill, according to Lucas. When Williams was getting ready for work in the afternoon, he discovered Zane dead inside his SUV, which was parked in his driveway. The dog had been in the car about 10 hours, Lucas said.

Williams called his immediate supervisor to report the incident.

"We are committed to the care and proper treatment of our working K-9s. We are mourning the loss of our own," Police Chief Gene Wilson said.

Wilson announced Friday during a press conference that the department will look into a device that is used in daycare vans in order to keep their K-9s safe.

"It's like a kill switch for the vehicle," Lucas said. "A person will have to physically go to the rear of the vehicle and see the dog before turning off the ignition."

Wilson also mention in the conference that he believed Zane's death was an accident.

Williams' car did have a device known as a "Hot-N-Pop," which is an alarm that would alert the officer of the car's temperature and roll the windows down for the canine. But the device was not activated because the ignition was turned off.

Commenters on Conyers Police Department Facebook page were critical of the police department, demanding the officer be charged with animal cruelty.

Williams, who has been with the police department for five years, is on administrative leave with pay, pending on the outcome of an internal investigation.

UPDATE: Officer in Sandra Bland Traffic Stop Video: "I Will Light You Up!"

On Tuesday, authorities released dashcam footage showing the traffic stop that preceded the arrest of Sandra Bland, who died mysteriously in Texas jail cell earlier this month.

Bland’s official cause of death was ruled to be suicide by hanging—a conclusion her sister called “unfathomable.” Officials are now reportedly investigating Bland’s death as a homicide.

Stopped for failure to signal, Bland can be heard in the video repeatedly asking why she is under arrest while Officer Brian Encinia demands she exit the vehicle. From The Washington Post:

Bland was stopped for failing to signal while changing lanes, but the routine traffic stop turned confrontational after the officer, Brian Encinia, ordered Bland to put out her cigarette.

“Would you mind putting out your cigarette, please?” Encinia said.

“I’m in my car, why do I have to put out my cigarette?” Bland answered.

“Well, you can step on out now,” Encinia said.

Bland refused, saying she did not have to step out of the car.

Encinia opened the driver’s door and attempted to physically remove Bland from the vehicle.

“I’m going to yank you out of here,” Encinia said as the two struggled in the car. “I’m going to drag you out of here.”

“Don’t touch me, I’m not under arrest,” Bland said.

“I will light you up!” Encinia said, while pointing the Taser at Bland.​

According to an affidavit filed by Encinia, Bland was ultimately arrested for assault on a public servant after kicking him in the leg.

After watching the footage, State Senator Royce West condemned the stop as “unlawful,” The Houston Chronicle reports.

State Representative Helen Giddings agreed, saying Bland “did not deserve to be placed into custody.”

Last week, the Texas Department of Public Safety assigned Encinia to desk duty after a review of the footage revealed unspecified “violations,” The Texas Tribune reports.

I just watched the Bland video. I think they were justified in arresting her, though they didn't make clear at the time why (or read her her rights); she was acting really unruly and uncooperative.

Now I can't speak to what happened after, over the 3 day span that led up to her death..... but the initial arrest seems pretty cut and dry to me.

It wad a routine traffic stop, and the person stopped got unruly and didn't cooperate. Though she was in her right to smoke in the car.

You know that catching an attitude with a cop is not a crime right? A cop can't just yank you out of your car because you got smart with hi and he didn't like it. You obviously are unfamiliar with the law as even his department has come out and said it was not a lawful arrest. Hence, the only thing she was charged with was for kicking the cop while he was in the middle of violating her rights. I can act any way I want to the police and it's not against the law, in fact, it's protected by free speech assuming I'm not interfering with the cops job. I can even go up to a cop, flip him/her off and tell them to f*** off and die and it's not illegal. Now is it advisable? Probably not the wisest of decisions

UPDATE: What the Hell Is Going on in the Dashcam Video of Sandra Bland's Arrest?

At 25 minutes and five seconds into the arrest video taken three days before Sandra Bland’s death in jail, a tow truck operator can be seen shutting his truck’s door and walking toward the police cruiser’s dashcam. At 25:16, he exits on the right side of the frame. Four seconds after that, the footage jump-cuts to the same scene: the door is suddenly open and the man materializes as if from thin air and begins his route toward the camera again. Throughout, the video’s audio continues uninterrupted. What’s going on here?

The apparent edits were first spotted by journalist Ben Norton, who posted his findings to his blog. A representative of the Texas Department of Public Safety told Texas Tribune reporter T.L. Langford that the video was “not edited,” but that some of the video was “affected in the upload and is being addressed.”

Bland was stopped for allegedly failing to signal a lane change on Friday, July 10, and died in her cell at Waller County Jail on Monday, July 13. Officials have said that Bland died by hanging herself in her cell, but Bland’s family believes that she was killed. Waller County District Attorney Elton Mathis said this week that his office will handle the case as thoroughly “as it would be in a murder investigation.”

Norton points to several other apparent edits in the 52-minute arrest video. At 32:37, a car drives from the left side of the frame, then flickers and vanishes. The same car appears again almost immediately at the beginning of its route, then drives toward the center of the frame and turns left.

At 33:04, the same car appears and disappears, appears and disappears again, then completes its original left-turn route. Seconds later, another car disappears, and the entire twenty-five-second sequence of footage repeats itself.

According to Texas Department of Safety spokesman Tom Vinger, the department “previously requested the FBI examine the dash cam and jail video to ensure the integrity of the video.”

I've seen a lot of dashcam footage over the years and never seen a video do all that kind stuff. It's all digital so it could just be part of the file was corrupted or something. Maybe this is just a coincidence but it's very weird to say the least
 
There's a theory going around on Twitter now revolved around her mugshot and how it might have been taken after she died. In the photo it looks as if she's lying on her back, to some. I'm not sure though.

Hopefully something from the trashbag she allegedly used to hang herself comes back soon. It's being investigated for other fingerprints.
