Powerful is difficult term to pin down when talking about capabilities that aren't equal. Ben could take out every member of the group with one punch but a pipsqueak like the Wizard nullified his physical strength by slapping one of his anti-grav disks on him. Doom did the same thing with the Grey Hulk by suspending him in mid-air. Reed has no great physical strength but can manipulate his form to a degree that can turn into a weapon, i.e. turning his arm into a mace. But he doesn't have the power to back it up on say, the Hulk. The Torch can be taken down by a garden hose or a gang of common thugs like we saw in "Civil War".
I can understand why Sue is considered by most contemporary Marvel writers to be the most powerful because she has the most adaptable offensive and defensive capabilities. Although she did get beaned by a rock in "Authoritative Action".
