Raya wasnt the girl who played Kara, however, the girl who played Raya, Pascale Hutton, also played the mother of the infamous "exploding baby" in the Season 4 episode "Ageless."

she wasnt supposed to be that Kara, that just happened to be her name

she was definitely meant to be supergirl. or a version that took advantage of the horrible incest tension in some of the comics. they probably figured there were a lot of versions based around his cousin so they could play around.

the coincidences were too much- her name- her look- her being sent by jor el. why did jor-el give her that name when her real name was lindsay- it was definitely a nod to kara.

id also say they put some kara in Raya. Kara died for clark in infinite earths in '85. the look of clark holding a dying kara is very reminicent in fallout
