Yeah, but OMAC's been canceled, Resurrection Man isn't nearly as good as books like X-Factor in neither art nor writing, and the way it's been selling, Batwoman is almost not second tier anymore.But even DC's lower tier books have had some great jems like Lemire's Frankenstein and Animal Man, Snyder's Swamp Thing, Fialkov's I, Vampire, DiDio's O.M.A.C., Robinson's the Shade, DnA's Resurrection Man, and Williams' Batwoman. But what puts DC on top in terms of quality IMO, is that DC's top tier books have overall been pretty effing good with the exceptions of the inconsistent Superman, the Michael Bay-esque Justice League (which has improved dramatically over the first arc), and Tony Daniel's Detective Comics.
I will say, by and large DC's main books are better. Marvel's gotten very inconsistent with Avengers, Iron Man, and Thor. (and I haven't really liked Spider-Man since before OMD.
