They were films that were made after Deadpool was supposed to be greenlit though. That's the main thing here. They could have said no to Reynolds or the project anytime post Lantern and RIPD. But they have not.
They are holding on to the film and Reynolds for a reason. Whatever it may be.
You keep mentioning it was supposed to be made. If a movie hasn't been greenlit, then it wasn't supposed to be made. The studios was simply looking to see if Deadpool was a viable property that could make them money. They inferred on it and decided to sit on it for now instead of rejecting or greenlighting it.
They didn't, as they probably didn't see much box office potential in the character at the time and were scared off by the prospect of a rated R superhero movie, not to mention the X-Men franchise was weakened by X-Men: Origins
I'm not saying Reynolds is the only reason, but if his career so far had gone another way, as in if his movies made money I believe a Deadpool movie would have been made. I'm not saying that Reynolds can't make a comeback, nor am I saying it will never be made, but it's not encouraging that their star of the Deadpool movie had several bombs and flops in a row. Reynolds is one of the reasons that Fox was discouraged from making a Deadpool movie. Yes, they looked into a Deadpool movie before Green Lantern, but it never said when they were going to make and greenlight a Deadpool movie.
But for sake, of argument, let's say that they were planning to make a deadpool movie soon. It still took them 2 years to get a director, and this was a few months before Green Lantern. It looks like things would have been a go, but then Green Lantern gets released, and talks of a Deadpool movie goes silent. That's not a coincidence. Not only did Green Lantern flop, but also his comedy The Change-Up flopped. Why would you greenlight a movie featuring a character who's merely a cult favorite with a rating that hasn't been popular with audiences of that genre box office wise with an actor who's had two box office flops?
I'm starting to think, that with the footage getting released among other things, that the main reason they sat on it is because Fox may have wanted to see how viable the X-Men franchise would be, and after Days of Future Past, many people's faith in the X-Men franchise was revitalized. Now it feels more possible they can expand on the universe again outside of Wolverine.
tl;dr, the movie hasn't been made yet because the X-Men franchise was weaker, their hesitance to make a Rated R superhero movie, Ryan Reynolds not being an indemand actor, and Deadpool not being that popular a character outside comic book circles (not without effort though).
