Actually its a top down system. Elites get a certain degree of power. Enough so they get a foothold in Government (usually by means of wealth and property). As that new class emerges it demands upon it's Government more than it had originally been provided. Eventually this new class takes power from the old. when the king wanted to legitmatize his position this led to
Divine Right Dictatorships
When he sought power this led to
Dictatorships by family.
This led to an extended family, or aristocracy which took power creating the
Aristocracy
This led to an emerging middle class which led to
Democratic Parliamentary systems and Representitive Democracy
This of course is a boiled down version of the truth. However Government does not start with anarchy. It starts with the desire to organize and legitmatize your ruling class. The more power you want the more effective system you have to create to get it. In other words, if you don't want to be overthrown you have to give more power to those not in power. Democracy obviously is not the final step.
