That's true, but to not be 100% functional is something else.
One of the rumors I've heard from GameInformer, is that we might need to re-register our PSN ID's. It's looking more and more like PSN isn't being fixed, but rebuilt. It should be a complete overhaul, and I think it'll need to look it too. If when PSN comes back, it should look and feel different. That'll atleast send the message to people that things have indeed changed.
And...this is why Single-Player games are, and always will be, needed. If Single-Players ever died off, the industry could basically die with it whenever we've got downtime. Imagine if we had multiplayer-only focused games...we'd be screwed. Completely, and entirely. It's why I'll always prefer a good single player game over a great multiplayer game, anyday.
Might be a wakeup call for PSN titles that require you be singed in to play them. Bionic Commando 2, for example.
Problem is that Sony can't be focusing on things like new interfaces right now, can it? Surely they're just pushing the technical side of this and using old assets to speed things up.
Though if they did relaunch with a much smoother system, it'd be quite a nice surprise. Trouble is they could have always just relaunched PSN more securely and then worried about the aesthetics once people were playing online again. If they decided to make the decision to do something while PSN is off that they could do while it's on, they're taking more flak every day by choice. Seems to suggest to me that they're not going to do anything like that.
