Also keep in mind that I give the MCU films each an automatic extra .5/10 for the effort of all being interconnected and cohesive. I'll do the same for the DCCU if and when they get me to actually love it the way I do the MCU. But MoS wasn't a promising start, IMO.

That's... unique. Not knocking you, it's just the first time I've read something like that.
If you include animated films, Batman by a huge margin. Stuff like Mask of the Phantasm, The Dark Knight Returns, Under the Red Hood, Return of the Joker, etc is still leagues ahead of any live action comic movies.
Live action only, I guess Captain America. I actually don't like any of the live action Batman movies except the 1966 and 1989 ones. I dig the first Raimi Spidey, and I think the ASM movies are decent-ish. I like Blade and Blade II is okay, but III is terrible. Both Ghost Rider are bad. All three Iron Man movies are decent to good. Both Thors are okay. Swamp Thing is alright, Return isn't. The only Supes movies I like are the first Reeve one and Man of Steel. X-Men has four really good movies, but the rest are really bad.
So yeah, I'm going with Cap because I think both his movies were good, and he hasn't had any stinkers.
He's probably including the two Wolverine ones as well.
I'd say Origins, X3 and TW are all misfires to one degree or another. Actually I'd say the way I listed them there was from worst to least bad.

The Wolverine is one of the best examples of mediocrity I've seen in the genre. Not good by any means, but not overtly bad either. About as forgettable, boring, and middle-of-the-pack as it gets.
After CW, Captain America is my favorite franchise.
