I know the latest batch of Rumors said Plagueis won't be the mysterious new character, but that actually sheds a lot of light on the concept art. I believe the way the cyborg somberly looked upon Vader's helmet lead to the speculation about the character being Luke, however given how heavily it was implied Plagueis was Anakin's "Father" in Revenge of the Sith it would make sense why the character has such an interest in Darth Vader. Plagueis looking upon the cybernetic remains of his creation, would be almost poetic if he himself has indeed lived on as a cyborg himself.

Also given Peter Meyhew's contract in Sith had a clause requiring him to appear in Star Wars VII-IX...

according to the December 2003 issue of that magazine, Chewbacca actor Peter Mayhew said that when he signed his contract to work in EPISODE III, there was a clause that he would be "required" to work in EPISODES VII, XIII and IX of the STAR WARS film series

What further raises suspicion is how Palpatine directly confirms himself to be Anakin's father, until later rewrites when "The Tragedy of Darth Plagueis the Wise" is scripted.

The Stormtrooper marksmanship meme is exaggerated. People conveniently forget that Tarkin ordered them to let the heroes escape the Death Star so they could track them to the rebel base. You can hardly fault the troopers for not overcoming the plot armor that virtually all adventure heroes possess.
