Looks like it to me and what's crazy about that shot is the fact that you can barely make out Mothra who just looks like a tiny pebble size wise compared to Ghidorah. I honestly thought it was a building at first like HammerDown said because it was so small, but if you look closer it's definitely something with wings and moving.

I think it's Mothra in larva form, but I'm not sure.

I don't think so. I think is some sort of jet or bomber used to attract Rodan.

I think it's a building. The same one that we see getting electrocuted through the windows.

It's definitely the most impressive trailer from SDCC, and if the movie is half as exciting as the trailer, then it's going to be amazing. Between this and Avengers 4, 2019 is shaping up to be very exciting already.

I'm confused (but not bothered) by the idea of why they need to find the Titans? I don't get the impression from the trailer that Ghidorah is released and suddenly they need to find Godzilla, Rodan, and Mothra to beat him? So what's the reasoning behind it?

I wonder if the film ends (after Ghidorah is defeated) with some sort of after credits scene like; "What about the last titan? Oh he'll be on his way...." ready for Kong

It's his upper torso. Him being in the water gives off the illusion that he's smaller than he actually is. The rest of him is submerged underwater.
