Harry is in a downward chaotic spiral too. He's always wanted to please his father. He always wanted his father's approval. He feels like a failure. Everything he's tried to do hasn't been able to match what his dad did. He wasn't as good in school, he couldn't run Oscorp as well as his father, he wasn't the genius he thought his father was.
Harry isn't focus and calculated, he's begging for a dead father's attention, which is the exact reason why he would wear his father's costume. But he doesn't just want to be as good as his father, he wants to be more, which is why I think he would update the costume. (Which would have been perfect to introduce the original design we could have had for the GG costume, which was flat out awesome, but they had to dumb down quite a bit because of $$ reasons)
Harry doesn't just want to kill Peter, he wants to fufill his father's legacy, and the Goblin is his father's legacy. Putting on the Goblin costume isn't just putting on protective wear to battle Peter, it's Harry believing his continuing what he thinks his father would have wanted him to do. That's why Harry should wear a Goblin costume, and it's really not in his character not to wear one.
