Those are the types of things that you do when someone is beneath you.
1. I'm sure Tony would have consulted him on the designs. But I seem to remember that everyone thought Peter was dead, and he came back to life. I think Tony wanted Peter to spend time with his family and recover from his ordeal instead of having him thinking about improvements to his costume.
2. Why would he ask him? Is Spider-Man not part of the Avengers now? He's part of a team now and the leader, money man, of the team feels that a guy running around in the same PJ's he's been wearing since he was 15 might be a little unsafe in the battles they might face. Peter isn't just going to be battling The Vulture and Green Goblin. As an Avenger he'll be fighting much BIGGER threats on a more regular basis.
3. Isn't this basically the same point as the first one?
4. He did that because Tony wants Peter to be on his side during this Superhero Registration thing. Yes, it was a bastard thing to do but he's not doing it because he thinks Peter is beneath him. Sheesh.
And to add. These things would automatically make Peter Parker a sidekick?
Even if they were straight up pure fact, and not just an opinion, it still wouldn't constitute that Peter is a "lackey" or a "sidekick". It's called being part of a team! And Tony, as a teammate, wanted to help Spider-Man out and give him something. If anything Tony and Peter could be considered....

... FRIENDS!!! Wow. Imagine that.
But, yeah, if I were a traditional Spider-Man fan who expects Spidey to be like the strongest hero in the Marvel Universe and always be right and never make mistakes....yeah, I'd probably consider Peter Tony's sidekick.
But I'm not. I'm looking at the actual story. Aunt May's house burnt down, Peter needed a new apartment...hey, look, I'm in the Avengers now and Tony Stark is offering me and my family to live here? SWEET!! Oh look, he designed me a new suit to help better protect me instead of wearing a regular spandex suit where I could easily be killed. Cool, thanks Tony. Oh, look Tony just gave me a job as his assisstant and now I don't have to worry about my identity being compromised or going out to get a new teaching job, etc. Thanks for the job, Tony.
But suddenly that makes his a sidekick. So, anytime someone does something nice for you or gets you out of a serious jam...that means you become a persons sidekick and lackey? Whew...some of you guys have a warped way of looking at things.
Or you're just pissed off Spider-Man fans, and I think it's the latter.
