Nope, just like with Jedi Survivor and Avatar, the content on the disc is basically a demo, and requires an internet connection to install the full game. Assassin's Creed Shadows will, too. Interestingly, the recent release of Jedi Survivor on PS4 is complete on disc, unlike the PS5 version.
Which makes me think that all of these games simply weren't ready to be shipped, but the publishers needed to start manufacturing discs at some point so that's why they require discs. It's ridiculous, though, and defeats the entire purpose of having a disc in the first place. Might as well cancel the disc since it's ultimately useless, but disc sales still make up half of the market so they can't just ignore them. Consumers are basically being lied to, though, and most probably aren't even aware of these issues. It's rare enough on the PS5 that it's not that big of an issue, but it's why I haven't purchased an Xbox, since their smart delivery system means it's mostly last gen versions that are on the disc (if they even print one, a lot of the time it's just a code).
