Good possibility....but this is what kind of throws me about the story, and it may very well be what Marvel meant when they preached there's no clear right or wrong......consider:
I think I, like most people, (assumption, not a statement of fact) here would like to see:
1/ Spider-man shove that suit down Stark's throat
2/ Luke Cage slap that smug pompous ass Reed Richards across his chops
3/ Captain America slapping down any and all Pro Reg's
....in short.....I'm with Captain America!!

Superheroes running rampant across the globe, masked, tearing up buildings and the such, with absolutely no accountability to the public (nor ever much of an attempt to hold them accountable) is one of those comic book realities you learn to live with...(much like radioactivity bestowing powers upon someone as opposed to killing them)...it's the Marvel Universe and as such...that's the way things work in the Marvel Universe.
But Marvel has "let the genie out of the bottle" to coin an idiom......so they better deal with it properly.....they cannot end this Civil War with all the heroes group hugging and turning their noses up at the SHRA......Why shouldn't powers be trained and held accountable?....as I've said before, there's no logic in "with great power comes assumption of great acumen to use said power"!!
