I've watched the entire interview and don't know where you've got that from.^ I watched the interview and I recommend people do, it gives further context to the quote about adding Reeves' batman to the dcu.
To me it sounds like the situation is still fluid and a decision hasn't been made because they don't actually need to make one right now. Gunn sidesteps the question a bit.

Hey, I totally headcanon that a Superman exists in any Batman continuity even if he’s not mentioned. So I feel that.Sure, that works. Who even knows where this story leads, right? It doesn’t seem this Bruce Wayne ever encountered the Al Ghuls, etc. so it wouldn’t even work with the Brave and the Bold film in its current form. But who knows what the future holds?
I’m still of the opinion that nothing in The Batman nor The Penguin precludes this universe from introducing a Superman; had TDKR ended differently, I wouldn’t have batted an eye if Bale’s Batman met Cavill’s Superman. And MOS had its fair share of off-the-wall sci-fi concepts.
U2 dropped the FULL theme from 2004's The Batman. I need Reeves and Giacchino to sneak this on into the sequel.
