Not saying I think it's likely but I also wouldn't be surprised either.

One reason I’ve been sort of doubtful that Reeves would tackle Dent/Two-Face is he’s been adamant that the story stay committed to Bruce’s story and POV and not become more centered on the villains stories like previous Bat-sequels. The Dent story by nature is a hefty tragic arc, one that demands a lot of screen time and development. Especially if this time it’s going to be a deeper dive into the Dent family. Now the way around this potentially is to make Bruce and Harvey childhood friends and explore that relationship, which could be a good way to go.
I’m still hanging my hat on this quote from Reeves as the most important indicator of what this story is going to be about. There are interesting ways a Dent-centered story can play into that, but I still think ultimately this plot is going to be about unraveling deeper layers of corruption than what was revealed in the first movie. I mean, Reeves pretty blatantly said it was.

Yeah I had friends run into him at Lake Calhoun and my gf used to see him around all the time. Super nice I guess!I ran into him at in the funnel/entrance after a Beach House show at First Avenue. He had a blank hat on MCU style and I was like, that guy is too hot to be a normal person.
Then went outside and he was smoking by the band door/garage entrance and it was totally him. I shouted, JOSH? And he just raised his hand and gave me the peace sign.

Reeves stated clearly that this will be the story of Bruce and basically criticized TDK to focus too much on villains and forget about Bruce.
And that was an "Harvey Dent movie" as would be this one if the rumors are true.
That's why I don't buy it.
I'm not saying it's whole a fake, but that's linked in some way with Bruce and he is at the center.
Plus: there rumors completely lacks details on who is the villain and how it would drive the story.

Harvey is not even being set up in this trilogy. So he wouldn't be Two Face before the third act (remember something?).If the rumors are true—new villains could possibly be Two Face and a Holiday killer. And then there’s the Dr. Arkham rumor.
Plus, we’ve still got Penguin in the mix (albeit a small role) and maybe even Joker and Riddler returning.

With Arkham’s inclusion I think Hugo will be an inevitability.Would I be alone in thinking that we may get both Hush and Hugo Strange here? Hush getting the primary focus but Hugo is the overarching villain in the background.
