X-Men didn't incite the problems that face the MU at the moment.

Us French pretty much earned the problems we had from Germany, and even, with our own pettiness, helped (after a fact) Hitler to power.

However, we don't really NEED to take bigger parts in world affairs. Rather, it's probably not wanted.

Do you really think your country would take good tidings if we told you there was major problems with your country in certain areas? Or just get pissed off?

No, it would cause world wide unrest and lack of trade. Possible tensions and countermeasures would be drawn up. Especially if France vocalized how we believe the Americans are using their military like a bully would use their size.
