Is "War Zone" a sequel or a reboot?

have you seen the trailers? they show frank's real origin, his family's death at central park, which is a pretty clear sign that this film is not a sequel to the tom jane punisher, which was an okay film but it kinda butchered said origin.

Yeah I think that the trailer shows that it is a reboot with the drastically changed orgin and all.
