Ehh, nah. That's just too uninteresting. And it's almost as goofy as the "mind control hats" version of him. If you're going to have him be the guy who spouts gibberish all the time, at least have it be like Loebs version where he has the questionable affinity for children and having them act out tea-parties with him.
I don't see how it's goofy.
I think he could be like a weirdo on a street corner, shouting at no one in particular. Just a non-functioning lunatic. He doesn't try and conceal his identity, he doesn't try to cover up his crimes, he's not devious or cunning in any way.
maybe, they can make him a crazed fan obsessed with Burtons wonderland film...I love the idea of this character and would love to see it brought to the screen. I always got a laugh out of the scenes in The Long Halloween where Hatter and Scarecrow have these weird arguments back and forth.
One of the main reasons that I don't see this character happening now, is because of the Burton film. I'm assuming a third Batman would only be a few years away, and probably too close to Burton's Wonderland film to make it seem like an original idea.

Well if he's also not cunning or devious in any way, he'll also be completely uninteresting. He'd be caught in about ten minutes, and not be a compelling villain at all.
At least Loeb's version, while insane, was also very cunning and devious, and made it hard for Batman to find out where he was hiding the children he kidnapped.
Not everyone can be a criminal mastermind though. And I never thought Loeb's version was smart either. Just a babbling idiot. I wish he was designed a bit better though. I hate midget-Hatter.
