Well if you remember, Shuma Gorath made it as DLC only after lots of pressure from Capcom saying he was too popular too exclude (Which I find a little questionable). Well, the DLC petitions are more than enough proof that Gambit is still a fan-favorite, so maybe he might get the same treatment. If not, then I'm going to assume that Shuma's inclusion was a result of Seth or someone from Capcom making sure to secure a spot for their personal favorite.

Honestly, that just screams of being a cover-up answer. You're a creative game designer, it's your job to come up with ways to implement fighting styles and implement stuff from the games. If you can't find something in the numerous games out there to build a proper arsenal out of, then maybe you need to find a different field to work in.
