Mmmm... Doom is an awesome character, but he's not one of the top three Avengers villains. Perhaps the most interesting as a protagonist, and by far the number one Fantastic Four antagonist, but not the best antagonist for the whole Marvel universe, not if you're putting the focus on the heroes.
I'd much rather Kang as the overarching Thanos-level foe. Giving Kang Thanos-like screen time works. Giving Doom Thanos-like Screen time doesn't. Doom should run Phase 5, the Masters of Evil/Thunderbolts Phase 4 and the Kree-Skrull War would do well in terms of an ancient time-spanning war that Kang is embroiled in.
Phase 4 should be about 'the new normal' in terms of the MCU being an incredible world unto itself, now distinct from our world. It also might be an interesting place to work out 'the next generation' in terms of Runaways and Young Avengers and the like.
With much of their classic lineup back, instead of the main franchises being the ones that lead up to the Avengers, the Avengers, Spider-Man, Fantastic Four and another property should be the thing that leads up, perhaps alternating which 2 a-list properties are together for any given event. In short, drop the Captain America, Iron Man and Thor franchises and use them to push and expand other franchises. There are some number 4s I'd like to see, Cap especially, but there are no number 5s I'd like to see, honestly.
Year 1: Spider-Man 2, Guardians of the Galaxy 3, Ant Man vs Giant Man
Year 2: Dr. Strange 2, Black Panther 2, Captain Marvel 2
Year 3: Avengers 4, Inhumans 2, Black Widow
Year 4: Marvel's Secret Wars I (capstone for Phase IV)
