Well, i don´t think they´re portraying him as evil. 
The thing is that Ozymandias has an important but small part in the story.
And for the most part he´s "evil". So, when choosing lines for the promos, i guess it´s pretty difficult to choose a cool and "not evil" line for him. I think they´re making a pretty good job.
If you didn´t read the novel, and if you´re not a film freak who overanalizes every trailer (like we all do ) you won´t notice he is the villian.

And of course, we are forgetting that shot of the New York attack, is just a "random explosion" shot for non-readers of Watchmen.
