There's a lot of duplicates if you cut each square in fourths and look at them seperately...

What I think we should be concerned about is wether or not the numbers or letters are the columns and rows.
I submit that we compare the number/letter pairs with coordinates. Latitude comes first, followed by longitude in coordinate pairs. From that, I'd guess that the numbers would be the rows and the letters would be the columns.
EDIT: I agree that because there are coordinates, it doesnt make much sense that we'd have to rearrange them. I think we just need to rotate them somehow. I'm at work now but will gladly help when I get home in about an hour.
