...He's not a widely used DC Character on the level of Batman or Superman, no, but he was still put under a DC title. And plus, I mean... we allowed Constantine.

Constantine is in DCU continuity. He doesn't cross over much, but he's made some good apearences with Swamp Thing and Zatanna. Space Ghost is not in DCU continuity.

Well, if Space Ghost is allowed, then there should be no objection to someone playing Jack of Fables or Bigby.

He was allowed because I was under the understanding he was DC.

He technically is DC, but he's not in the regular DC continuity with characters like Supes, Batman, Luthor, etc.

Exactly. Accepting Space Ghost is like accepting the characters from Y the last Man, The Authority, or Ex Machina. Published by DC, but not in the DCU.

Yeppers. And, now that he is excepted, that means Fables characters are fair game.
