The problem with Sharon Carter is that she's not an Avenger and is primarily known as a love interest to a main lead character. The reason(s) why Black Widow got way more screen time in IM2 than Sharon did in TWS should not be that difficult to comprehend.
But before Avengers (and TWS to some) Black Widow wasn't known for being an Avenger, she was known for something else.
The reason for more Black Widow is indeed obvious; creator preference.

If she had had more scenes, the complaints would've been "why'd they force this new chick into all these scenes but Fury and Hill got pushed off to the side?" or something to that effect.

And people complained about Falcon but no Hawkeye, and people are complaining about Sharon being in Civil War but not Fury. Because they've expended more effort into Fury than Sharon.
