For half of Year One he's a wreck emotionally, then him and the reporter decided work together an investigate what happened to him and his family, and then once Russo kills the reporter and blows up Castle's home in the final issue does he go put a skull on his chest and start killing criminals. The film more or less followed his emotional journey, though it substitute him investigating with plotting Saints downfall. The movie is dark and violent, just in a different way than PWZ is.
Tampa isn't all sunshine and rainbows, it's apparently a pretty violent place. Hensleigh just could have picked more seedier locations to shoot some scenes, but it worked and was at least an interesting place to set a movie like this. Also, Frank Castle did go to Florida on multiple occasions in the comics, once even to kill the Costas.
