I would think that a lot of these are glorified cameos and one-offs.

Some of these other characters being rumored might be featured in a handful of scenes. Others might literally get a shot or two sitting in an Arkham cell.

I am aware that Amanda Waller, Deadshot, Harley Quinn, Joker and Boomerang are some of the main characters but there is also the likes of Deathstroke amongst others who are big characters who you would think would play a big part in the film due to how important they are in the DC universe but due to the sheer volume of such characters it is starting to become difficult (at least for me anyway) to tell which of those characters will play a big part in the story and which ones will just have cameos. I am sure a number of them will be there just to be killed in the film (either in battle or by having their head blown off due to disobeying Waller).
