You don't
need padding when you have a protective aura around you created by the Speed Force/your super speed powers that protects YOU from burning up and running at super speed (allows you to run at super speed).
It's all covered in the comics, dude. The Flash doesn't need any of that ****.
He also heals fast.
Armor and padding is just conforming to the "norm" of "let's give 'dem armor cuz everyone needs armor!", The Flash does not and should not be in ANY of that. Period.
The Flash can run around in damn near whatever he wants, his uniform is made out of special materials, but not padding or anything bulletproof. He can dodge bullets and let them phase through him or catch them out of mid air for crissakes! He's not Batman, he doesn't need any of that ****. He wears a form fitting outfit because his aura covers more of it the closer it is to his skin.
The ear pieces have a mini police scanner in them so he can pick up on crime and it picks up the radio waves depending on which speed he's running.
