Sam Rockwell as The Joker. As great as Ledger's reimagining was, I'd like to see the Clown Prince of Crime return instead of crazy hobo clown terrorist. Rockwell is one of the best actors working, and one of his strongest traits is how he balances humor with being legitimately threatening. Seven Psychopaths. Green Mile. Confessions of a Dangerous Mind. The only good part of The Sitter. He's really good at having that spontaneous Robin Williams/Bill Murray humor and allowing that spontaneity to become scary.

That dude was super likable in Gone Girl. Wouldn't mind seeing him in a DC role as long as he's plays a more restrained character like he played in Gone Girl, instead of something like Madea.

I agree with all of your choices, you actually went with Angelina Jolie as Selina Kyle/Catwoman? Interesting choice because I personally think Angelina is too old for the role but hey that's just me because I actually went with Eva Green as Selina Kyle/Catwoman

But Ralph Fiennes definitely would own as Ra's Al Ghul, but Keira Knightley would be better suited as Talia Al Ghul, Ra's daughter

Thank you finally someone besides myself thinks Jon Hamm would be perfect as Two Face, because he was my first choice originally

Not a bad fan cast at all but Andy Garcia I can't see him as Ra's Al Ghul, I could definitely see him as Carmine Falcone or even as Sal Maroni but not as Ra's Al Ghul

I could see Hugo Weaving or even Jason Isaacs as Ra's but as Talia Al Ghul definitely see Gemma Arterton in the role

As Roman Sionis/Black Mask I would go with either Leonardo DiCaprio or even Luke Evans

Not a bad fan cast but for Mr. Freeze I would go with John Malkovich but as for Penguin I love Ray Winstone, great pick same with Redmayne as Riddler

As Two-Face I would go with either Karl Urban or Jon Hamm as Harvey Dent/Two-Face

And as for Catwoman I would go with Evangeline Lilly, or even Kate Beckinsale but probably Eliza Dushku would be my odds on favorite that I would cast as Selina Kyle/Catwoman

But as for the rest of your fan cast, your Batman, Gordon, Nightwing, and Joker and Harley Quinn picks I agree with
