The title makes it sound obsurdly racist, I'm not even a fan of George Bush & I have to say: So what? Maybe the guy whos hand he shook had something on his hands or just visibly dirty hands? Or maybe hes a germaphobe as mentioned above, or maybe he wasn't really wiping his hand.. his hand just really brushed Clinton's shirt, he could have been ushering him to move on..
My main point is there are a million different reasons why, best not to jump to any hasty conclusions.
