Viewership-wise, I think the show is doing reasonably within its creators' expectations. Bear in mind that the show has a HUGE barrier to entry; requiring familiarity with both, Arrow and Flash in order to understand the plot and characters since many of the characters are carry-overs first introduced in earlier seasons of the two shows and appear to be bringing some of their backstory along with them.
People who haven't been watching both, or at least either Arrow or Flash, will likely struggle to understand the storyline or characters; the latter being a major draw of the show. Indeed, in my opinion, one of the best things about the show is watching how the various characters interact with one another. It's also likely why the actors have been allowed to accentuate their respective characters' personalities compared to their time in Arrow and Flash.
