The line existed from the earliest draft of the film we have. So obviously they knew what they were supposed to do with it early on.
The DNA was not contracted from the glass or the card, it could have been done from a multitude of different ways that they didn't show on screen.How was Harvey's DNA acquired for the Joker card?

I'll go with the theory that Joker stole Dent's underwear from him when he was taking out the garbage at midnight.

What are the cops clapping about when Harvey pretends to be Batman? Are they clapping because they don't like Batman, and want to see him arrested? Are they clapping to show their respect for Batman? Or are they clapping because they don't like Harvey, because he took so many of them down in Internal affairs? I don't get it.

I think they some of them might have believed Dent was Batman. I'm not really sure what Gordon's plan was if Dent had actually been Batman.I interpreted it as the cops understanding what Harvey was doing and respecting him for putting himself in danger. And yea, Stephens is clapping and nodding supportively, but Wuertz just stands there with his hands in his pocket and this "yea whatever" expression. a**hole, lol.
