I am interested to see what this will be like.

To me the Flash is a character that should be in a movie not on tv. His power set is very special affect heavy. Though I assume they will have him 80% of the time as Barry doing his day job stuff.

Can a tv show do it properly? Arrow I believe works because it is a guy running around shooting arrows. Money can be spent in places other than Special affects.

I wonder why they did not have enough faith in the Flash to make a move on him. I really think it would have been entertaining.

Anyways I am interested to see how they handle this on a tv budget.

I think that the most likely option is that lightning bolt on the side of his cowl. That's even what appears on the cover of the pilot's DVD box in the above picture that you posted.
